Country-based Pooled Funds (CBPF)
Country-based Pooled Funds (CBPF) allow donors to pool their contributions into single, unearmarked funds to support local humanitarian efforts. This enables humanitarian partners in crisis-affected countries to deliver timely, coordinated and principled assistance.
CBPF are established when a new emergency occurs or when an existing crisis deteriorates. They are managed by OCHA under the leadership of the Humanitarian Coordinator and in close consultation with the humanitarian community. The funds support the highest-priority projects of the best-placed responders (including international and national NGOs and UN agencies) through an inclusive and transparent process that supports priorities set out in Humanitarian Response Plans (HRPs). This ensures that funding is available and prioritized locally by those closest to people in need.

Contributions from donors are collected into single, unearmarked funds to support local humanitarian efforts. The 17 CBPFs that were active in 2018 received US$957 million and allocated more than $792 million to 661 partners in 17 countries to support 1,365 critical humanitarian projects. These projects targeted millions of people with healthcare, food aid, clean water, shelter and other life-saving assistance. As of February 2019, with the launch of the Ukraine Humanitarian Fund, OCHA manages 18 CBPFs.
2019 OCHA Evaluation of CBPFs
The evaluation of Country-based Pooled Funds (CBPF) has two main purposes: to improve accountability and learning, and to examine the results of the humanitarian action supported by CBPFs between 2015 and 2018.

Country-based Pooled Funds: The NGO Perspective
More than 1,000 non-governmental organisations (NGOs) have worked in partnership with the UN Office for the Coordination of Humanitarian Affairs (OCHA) since 2014 to implement the vast majority of funding channelled through Country-based Pooled Funds (CBPFs). This study brings together their experiences and recommendations to improve a mechanism that has become a staple of the humanitarian landscape and financing toolbox.
The study, written by Christian Els, was commissioned by NRC and OCHA and partly financed through Swedish development assistance.
NRC and OCHA co-chair the OCHA-NGO CBPF Dialogue Platform, an informal forum for discussion established in 2014 to strengthen the partnership between OCHA and NGOs.
CBPFs flexibility guidance in the context of COVID-19
The COVID-19 pandemic is impacting Country-based Pooled Funds (CBPFs) operations in different ways. The Humanitarian Financing Units (HFUs) in the field are swiftly adapting to this new working environment and remain very dedicated to support humanitarian partners despite the challenges faced. This situation created by the novel COVID-19 pandemic requires CBPFs to respond with greater flexibility, through simplifications in the current funding arrangements, yet keeping accountability over the use of funds.
