Governance, Policy and Guidance

The Humanitarian Coordinator (HC) acts as the custodian of the EHF and determines the strategic vision of the Fund, ensuring the Fund delivers against its key objectives and is managed in accordance with EHF Operational Manual. The HC is supported by the Advisory Board (AB) and OCHA and engages with the full range of Fund stakeholders including donors and partners. The AB has a consultative role, assuring that the HC is informed by views of donors, UN agencies, the NGO community, and relevant technical experts.

In the allocation processes, OCHA establishes a Review Committee (RC) to identify and prioritize project proposals considered best suited to deliver the allocation strategy. The RC is established through a consultative process with balanced representation of UN agencies, national NGOs, and international NGOs.

Management of the EHF
OCHA’s Humanitarian Financing Unit (HFU) is responsible for the daily management of all programmatic and financial aspects of EHF on behalf of the HC. The HFU executes HC decisions and organizes the process of allocating funds and overseeing their use according to the EHF Operational Manual. Core functions of the HFU are allocation management including the facilitation of prioritisation, strategy development and promotion of effective programming, programme cycle management, financial management, compliance and risk management, resource mobilizations, and public information and communication.
